"Capacity development is a vague concept that is used to justify specific reforms that have real ramifications at the international, and also at the project level," explained doctoral student Stefan Roch. He went on to explain that the World Bank and other donor organizations define capacity development in a very particular way – one that encompasses a number of contradictory aims. "They insist, for example, that capacity development be ongoing, and yet there must be defined outcomes," he said. |

China's engagement with peace and security issues in Africa has become more prominent in recent years. This can be seen, for example, in its more active role in peacekeeping, peacebuilding, and conflict mediation efforts, and in the decisions that were taken to enhance security cooperation at the 6th Forum for China-Africa Cooperation summit in December 2015. The School of Public Policy at Central European University organized a half-day conference on March 29th to explore some of these issues. |

That was one of the "lessons learned" that Armenak Tokmajyan and AlHakam Shaar shared with 33 students attending the Bard/HESP Student Networking Conference in Budapest on March 20-26, 2016. The conference program was organized to provide students with the opportunity to learn some of the skills they will need to actively engage in community-based work. |
