LEAD-SPP-Harvard Study Explores Impact of Technology on Foreign Policy Decision Making

A study conducted by the Mercator Capacity Building Center for Leadership & Advocacy (LEAD) in collaboration with the Future of Diplomacy Project at the Harvard Kennedy School and the School of Public Policy at CEU was launched on October 6 in Berlin. In Networked Foreign Policy for the 21st Century, LEAD addresses questions that explore how technological changes have affected decision making in foreign policy.
Thomas Bagger, head of policy planning at the German Foreign Office, which commissioned the study, made brief introductory remarks. Cathryn Clüver, executive director of the Future of Diplomacy Projects at the Harvard Kennedy School, moderated a discussion with distinguished panelists including British Labour politician and former MP Douglas Alexander; Claude Bruderlein, strategic advisor to the president of the International Committee of the Red Cross (ICRC) and senior researcher at the Program on Humanitarian Policy and Conflict Research at Harvard Kennedy School; and Ben Scott, interim director of the stiftung neue verantwortung and former innovation advisor to Secretary of State Hillary Clinton.
Scott is also a visiting lecturer at SPP where he teaches Skills For Impact modules on advocacy.
